Yesterday, Zhang Tianxin, Member of the Standing Committee of the Provincial Party Committee and Secretary of the Kunming Municipal Party Committee, led a team to inspect Kunming's transportation infrastructure projects. He attended the groundbreaking ceremony for Changsong Avenue and conducted on-site visits to major transportation infrastructure projects, including the Northwest Ring Expressway and the Southern Connector Line. During these visits, he closely examined the progress of the construction work and promptly addressed any challenges or issues encountered. This hands-on approach underscores the implementation of the Party’s mass line education campaign in practice.
Zhang Tianxin said: " While recognizing Kunming's impressive transportation achievements, we also see that its traffic infrastructure development still lags behind that of the more advanced regions in eastern and central China, meaning much work remains to be done with even greater intensity. To this end, he emphasized the need to accelerate the development of transportation infrastructure and strive to build a modern, integrated transportation system. He also specifically urged efforts to ease urban traffic congestion, ensuring the smooth operation of the Northwest Bypass and the Kunwu Expressway's Kunming-to-Fumin section. The first phase of Metro Lines 1 and 2 will open to traffic by the end of the year, and 20 new parking lots will be completed within the same year to ease parking difficulties.
Zhang Tianxin emphasized the need to clearly define strategic goals and strive to build a modern, integrated transportation system. During the 12th Five-Year Plan and the 13th Five-Year Plan periods, efforts were made to establish a highway network anchored by expressways and first-class roads, forming a "13 radial + 5 ring + 5 longitudinal + 6 transverse (13556)" layout that combines a grid-like structure with radial road patterns. By 2015, the city-ring expressway system was completed, and the high-grade trunk road network was largely finalized, ensuring convenient connectivity via high-quality highways among neighboring counties (urban districts). This also marked the achievement of the goal to provide expressway access to every county. Meanwhile, progress on preliminary work for key projects such as the New Kunming-Songming Expressway, the Southeast Ring Road, and the Chenggong-Chengmai Expressway will be accelerated, with efforts underway to secure timely approval for construction. At the same time, public transportation infrastructure development must be expedited to effectively alleviate urban traffic congestion.
