The Shanghai Municipal Commission of Construction and Transportation revealed today that relevant municipal departments will introduce seven major measures to further strengthen the city's parking planning and infrastructure development.

A responsible official from the city department once frankly admitted that currently, the imbalance between parking supply and demand in the city's central area is becoming increasingly prominent. In the central city, issues such as insufficient parking spaces in many older residential communities built quite some time ago have led to significant conflicts—particularly between residents' commuting needs and the safety concerns regarding fire and emergency access routes within these neighborhoods. As a result, the parking shortage in the central city has reached approximately 36 Ten -37 Ten thousand.

The seven measures are as follows: 1) Strengthen the specialized planning and editing of parking facilities, and further refine the city's "12th Five-Year" parking system plan. 2 ) Strengthen efforts to provide adequate parking facilities, further increasing parking space requirements for buildings such as residential complexes, hospitals, and schools; 3) Increase efforts to integrate parking facilities into new developments, and study the formulation of supporting mechanisms and measures—including land supply for public parking facility planning and construction, financial support, and government assistance—to ensure their successful implementation. 4) Scientifically and reasonably set up road parking spots; 5) Focus on easing parking difficulties in residential areas; 6) Improve the parking fee management mechanism, strengthen operational oversight of on-street parking, and further enhance the utilization rate of parking spaces; simultaneously elevate the management and service standards within the parking industry.

It is reported that the relevant municipal departments have also set specific phased targets to ease the parking difficulties: by 2015 This year, the city will initially establish a static traffic system primarily based on attached parking facilities, supplemented by independently constructed public parking lots, with roadside parking areas serving as a supporting element.
