From 2013 Year 1 Month 1 Starting today, the Nanchang Municipal Public Utilities Property Management Center has officially adopted a market-oriented approach to manage the temporarily occupied on-street parking spaces in the districts under its jurisdiction. After nearly six months of operation, the roadside parking order in the urban areas has gradually been brought into better regulation, and motorists are now entering the final countdown to begin paying via the "Hongcheng One-Card" system.
To further enhance the intelligence and informatization of parking management, eliminate issues such as false charges, arbitrary fees, and undercharging, and make it more convenient for citizens to pay for parking, from 7 Month 1 Day Starting now, the Nanchang Public Property Management Center will fully implement a card-swiping payment system for temporary on-street parking. To comprehensively regulate parking order in the region and enhance parking management standards, the Nanchang Public Utilities Property Parking Management Center encourages citizens to actively monitor the temporary on-street parking fee management. The center also publicly commits that all parking lots under its fee management must simultaneously meet the following requirements: uniformly install fee display boards; ensure that all fee collectors wear uniform blue work uniforms and present valid collector IDs while on duty; and mandate the use of invoices stamped with the official "Nanchang Public Utilities Property Management Co., Ltd." seal—or alternatively, refuse payment via the "Hongcheng Yikatong" card. Citizens who encounter such situations are advised to refuse payment and instead contact the Municipal Public Utilities Group's service hotline. 96166 Once complaints and reports are verified, the Nanchang Public Property Management Center will seriously address the offending fee collectors and reward the whistleblower with a parking payment card.
"The Hongcheng One-Card" currently supports card-based transactions for riding buses, paying water bills, electricity bills, gas bills, mobile phone charges, on-street parking fees, and making small-value purchases.
